Tales of the Dead Man

The Dead Man travels the Cursed Earth radiation desert. Destination Mega-City One. He remembers his last days as a Judge, why he'd had to take the long walk. It began with the letter. Just a juve doing a school project and asking a lot of questions. Like how come, when the Judges are so good at keeping the streets free of crime, Mega-City One still has the worst crime rate going? Or how come, according to statistics, a citizen is almost as likely to be killed by a Judge as by a criminal?
